Here is a direct link to the interactive instructions for setting the Daylight Savings Time for the Calibre C650, which is the one for most of the non-atomic time Skyhawks. I have one of these and it is really pretty easy once you figure out how to turn the "Set" function on.
There is an interactive setting guide for the Skyhawk online at www.citizenwatch.com.
The exact instructions depend on which version of the watch you have, but it's more or less as follows:
1) Change to time mode.
2) Pull out crown.
3) Use one of the buttons to toggle through the various settings on the digital display which can be changed (i.e. timezone, hour, minute, day, month etc.).
4) One of these settings will be "SMT" and you can select "on" or "off" by either pressing another button or turning the crown (I can't remember exactly). This is the daylight savings time setting.
5) When you have finished, push the crown back in.
If this doesn't help, try the interactive settings guide that I linked above, it's very good.
