I do not think Citizen ever made any Elegance Eco-Drives, which means it is probably a quartz battery powered model. You said it is "older", even though it was never out of the box. Most batteries last 2-3 years so you probably need a new one. You can replace it yourself but if the watch has any water resistance at all it is best to let a pro do it for you at any jewelry or watch repair shop.
If your watch happens to be an Eco-Drive and it has been in the box for a long time then the "backup battery" that stores the energy will need to be charged back up. If it is completely dead it may take 3-4 days in direct sunlight before the watch starts working properly. Hope this helps you out.
