Question on setting alarm- Citizen Eco-Drive Chrono Time AT Limited Edition (H610 Movement)

I received a Citizen Ecodrive Chrono Time AT (BY0003-07E) for Christmas. It works great but I am having difficulty getting an alarm set. I follow the directions in the somewhat limited manual, but no alarm sounds at the time it is supposed to. The chronograph hand points to "on" so I think I have the alarm set to "on", and I believe it has sufficient charge because the second hand seems to advance every second. If anyone has a suggestion for what I may be doing wrong, please let me know. Thanks!
